After he has 'stolen' enough money ( special mortgage interest rate etc) he is stepping down to keep a low profile> I am sure if we were to dig deeper we would open a 'can of worms'. He represented the insurance company monopoly so they could extract excessive premiums like another tax from us. Dodd Represented the Pharma compaines so they could charge us triple the cost, locking out Canadian & European suppliers. (The textile industry & Auto industry wish they could get such a protectionist deal!) He prevented innovations in Energy from coming to market for 30 years, keeping us addicted to foreign oil. Then he help sink us into the Wars in the mid-east, that we will pay for for 75 years. Dodd was a Bushicrat Good Riddance!
