From 1993-1996, he served as Attorney General of Puerto Rico where he was the Chief Legal Officer of the Government issuing numerous published legal opinions. He supervised over 500 attorneys and prosecutors and argued two landmark constitutional law cases before the Supreme Court of Puerto Rico.
